Row count decides how many slots exist and how far apart the extremes sit. It does not decide how much the game returns.

One left-or-right decision. Eight rows means eight decisions and nine landing slots; sixteen means sixteen and seventeen. More decisions spreads the outcomes further and makes the extremes rarer.
Fewer rows gives a narrower, calmer distribution with reachable edges and modest multipliers. More rows gives the opposite. Neither is better value — the payout tables are adjusted so both land on the same return. The practical question is how long you want a session to last for a given budget.
